For people who were in the mainframe generation, this approach didn’t work. They were used to getting all this material in printed form, very detailed information. So if I was trying to communicate or do something, I had to communicate with all four generations in the way that they were used to. GOVLOOP: Does this work for any employee, whether they’re IT or non-IT? NACAPUY: We’ve found that this approach works even for non-IT employees.

But we’ve found in other projects we’re working on, like modernizing the tax system [and] payroll, that this approach is starting to work for non-IT workers as well. GOVLOOP: Did your previous experience help you navigate the role of CIO? NACAPUY: The answer is yes. I firmly believe that the CIO needs to be technical.

Technical people to get those technical skills. It depends on which company’s technology you’re talking about. I get a lot of my information rich data from there. I don’t really talk to sales people, I don’t really talk to sales engineers, I’m really following developers, following technical people within the company and the blogs that they post. GOVLOOP: That’s good advice. So what’s the best part of your job? What’s the most challenging part of your job? NACAPUY: For me, the best part of my job is being a people mana.
